How do universities organize their development? The chief administrators’ view

In what direction should universities develop their administrative and decision-making strategies? What is happening to their strategic capacity? Do they have the right governance structures? Stifterverband and Kienbaum have posed these questions to the presidents and rectors of the German universities, and 103 of them have responded.

The result: According to the statements of their chief administrators, universities have in recent years established goal formation processes primarily in their core functions of teaching and research. In these areas, they are able to achieve most of their stated goals. Beyond research and teaching, universities act in a less structured way and achieve fewer of their goals. According to the information provided by their leaders, universities perform particularly badly in the transfer of knowledge and technology with respect to both goal formation and goal achievement.
